The National Guard was short of arms. On the morning of 13 July the electors of Paris met and agreed to the recruitment of a "bourgeois militia" of 48, men  from the sixty voting districts of Paris, to restore order. It continued this function until the French Revolution, though by the late s there were rarely more than 20 or 30 prisoners.
